Team Expenditure and Debt Decisions

Amount of Money to Borrow #else You're Currently Prohibited From Borrowing Money#end The borrowing limit here is $100 Million. After that point, you are banned from receiving more debt until you begin to pay off the existing obligations.
Amount of Money to Draw from Reserve #else The Reserve is Drained: No Money Available#end The money you borrow for the firm goes into an "Accumulated Cash Reserve." To use the debt, you must draw down an amount for use. The money is transfered to the cash balance in the same sim year that you elected to receive it from the reserve.
Debt Draw Down Amount If you want to reduce the debt you've accumulated before the scheduled term, you can do that here. You can pay between $2 million and as much as $50 million toward the retirement of your debt. But this is not free money; it counts as an expense to the firm.
Percent of Local Revenue to Expose to Revenue Sharing In the real world, baseball teams can use a number of methods to underreport local revnues that are subject to major league baseball revenue sharing. This is a simple way of simulating that action. Here you determine what percentage of local revenues will be the target of the revenue sharing calculation.
Number of Front Office Employees You can elect to have as many as 104 staffers, or as few as 80. The increase or decrease impacts season ticket sales, but not as significantly as the won-loss record.
Average Team Front Office Salary This is a way to control costs, but it's also a method to give incentive to your sales staff to sell more tickets.
Scouting and Development Expense The more money you elect to spend on the development and maintenance of a player "farm" system, the more likely you are to field a winning team. Read what Professor Andrew Zimbalist says about this.
Team Marketing Expense Marketing expenditures produce initiatives that draw patrons to games. Increasing spending will have a small impact on attendance, but that effort could be negated by a losing team.
Base Total Payroll You control the total spending on annual player contracts here. The base is $60 million (year end 2004). The more you spend may produce a winner, but this is not always true.
Number of Star Players To Get or Trade This variable effects annual player payroll, in that you can elect to acquire the contracts of star players, and spend between $8 million and $25 million annually. Each player is automatically signed for a four year contract. After four years, the contract is is considered terminated, and that reduces the number of Star Players you have. The more you spend and the greater the number of star players you have, the more likely you are to have a winning organization, but you could also lose money if the team does not do well.
Average Annual Payment Star Player Here, you can control how much you spend on star players. But what you spend is "locked in" until the contract for that player expires.
Get New Manager? If you're not happy with your team's performance, you can elect to hire a new manager. But this is not a guarantee of more wins. The new manager faces a learning curve that could hamper success.
Manager Annual Salary This is the salary for the new manager. The more you pay the manager, the more likely the manager is to build a winner. But remember, this payment is "locked in" until you elect to fire the manager.
Manager Raise This provision permits you to give a raise to the existing or new manager. It also helps team performance.

ES: Variable Ticket Pricing - Number of Games Variable ticket pricing works like this: each year you select a set number of games to charge a price higher than the average single game ticket price. The idea in the real world is to capture revenue from high demand for the most popular games. In the sim, it is a way of marginally increasing ticket prices without causing attendance to fall.
ES: Variable Ticket Pricing - Additional Price Per Game Here, you select the additional price per game you will charge for each of the "variable pricing" games.
Stadium Rent Payment Make sure you pay the rent for as long as you remain in the Oakland Coliseum Stadium. While this is set at $100,000, make sure to keep it at $550,000 because that's the rent you owe. If you don't pay it, you may be sued by the stadium authority. If you lose the court case, subject to heavy fines.

NS: Build New Stadium? This switch "initializes" the process of building a new stadium. None of the other decisions related to building a new stadium will have any real effect if this is not moved to "yes" first.
NS: Build with Retractable Roof? If you want the new stadium to be constructed with a retractable roof, chose this. The result is that your stadium will be able to host more events beyond just baseball games, and thus draw more revenue. But this adds about $30 million to the total construction cost.
NS: Build with Parking Garage or Lot? You can also decide to build the stadium with a parking garage or lot. If you chose to build the stadium downtown, a parking structure will be constructed; if in the suburbs, a lot will be developed. The cost of the facility varies with the capacity of it.
NS: Number of parking spaces Here, you can set the number of parking spaces in the garage or lot for the new stadium.
NS: Stadium land acres How many acres of land you use to build the stadium is set here. The standard size is 16 acres, but you can use as much as 50 acres. But the more you use the greater the cost.
NS: Land and Property Prep Cost This is set at "$5 million" to reflect the cost of preparing the land for a proposed downtown stadium for the relocated Athletics, but you can set a different cost, or no expense at all (which assumes the public sector will wave the cost as part of a "land write down"). The catch is the less you pay, the more money you must spend in the political system to get a favorable approval to build the stadium. If you were to keep the team in Oakland, this option would not appear, and the cost would be part of the land use choice you select below.
NS: How Many Retail Sq Feet? You can add retail space to the stadium as well. The more retail space you add, the higher the construction cost, but the greater the ability of the team to draw revenue from this source.
NS: Number of Housing Units? You can also add housing units, which also adds to the total construction cost, but is yet another source of revenue and from the deposits on apartment rentals.
NS: Oakland Land Location Choice In reality, a consulting firm was secured by the City of Oakland to analyze each of the most viable sites for a new baseball stadium. In this simulator, if you select a site, you must also take on the task of paying for the cost to develop the land. The total cost is a combination of the estimated price of land aquistion, business relocation, parking, traffic improvements (if necessary), and "site factors," which are demolition, utility relocation, and all of the necessary work to prepare the site for the construction and use of a stadium. NS: Urban or Suburban Location? In the context of building a new stadium, a downtown location results in a higher construction cost per square foot than that for the suburbs, but it also draws more patrons for other "non-baseball" events. NS: Total Number of Seats With this, you can select the total number of standard seats in the new stadium. The simulator is set at 42,000 seats if you chose to leave this alone.
NS: Number of luxury boxes Luxury boxes can help generate revenue to pay for the new stadium, but they also add to the total cost to build it. Luxury boxes add to the total stadium seat capacity by the number of boxes times the number of seats in each box.

NS: Price of Luxury Box The luxury box price is set here. Care must be taken not to select a price so high that you can't sell all of your luxury boxes.
NS: Single Game Ticket Price You can annually change the average single game ticket price from $9 to as high as $50. By "average" this means an weighted equal number of tickets priced above and below the number you select.
NS: Variable Ticket Pricing - Number of Games Variable ticket pricing works like this: each year you select a set number of games to charge a price higher than the average single game ticket price. The idea in the real world is to capture revenue from high demand for the most popular games. In the sim, it is a way of marginally increasing ticket prices without causing attendance to fall.
NS: Variable Ticket Pricing - Additional Price Per Game Here, you select the additional price per game you will charge for each of the "variable pricing" games.
NS: Season Ticket Price This permits you to set the average annual season ticket price in the new stadium. It's important to remember that high ticket prices can scare away patrons, unless you produce a winning team.
NS: Avg Food Price Per Person This sets the average annual concession price for a set of food products purchased. In other words, this says: the common purchase of a set of food products (like a hot dog and a beer) will cost between $9 and $35, but some purchases will be less than that average price, and some more than that average price.

New Stadium Financing Decisions

NS: Will You Use PSL Financing? The PSL, or "Personal Seat License" is a multi-year right to buy season tickets, paid for by the fans. Generally, PSLs are reserved for special "club" or premium seats in the stadium. The payment is used to retire bonds issued to build the new stadium. But, save for the case of the Oakland Raiders, the PSL is not used as the only method of stadium financing, but one of a combination of techniques that in concert generate revenue to pay for construction bond debt associated with building a new stadium. Because PSLs are revenue bonds, they generally do not require voter approval, where general obligation bonds do.
Will You Use Redevelopment Financing? "Redevelopment" is a term that refers to California's version of the law that permits the use of what is called "Tax-Increment-Financing,or TIF. In this, property tax revenue generated in a designated "stadium or entertainment development zone" that is normally collected by the municipality goes to a redevelopment corporation (upon voted approval by the responsible elected officials) for the payment of municipal bonds issued to build a new stadium.
Sell Naming Rights? "Naming rights" describe contractual agreements where a corporation buys the "right" to have its name and logo positioned as part of the new stadium's name. The payment for this right is a negotiated price spread out over a period of years. In the sim, you can select a desired naming rights fee, but the ability to command that dollar amount varies with economic conditions.
NS: Use retail revenue? This decision option opens the ability to collect a percentage of total revenue from retail sales at the new stadium. This is different from concessions revenue and adresses the retail space you decide to build. No retail space, no revenue.
NS: Use food concession loan? A recent trend has been for a concession vendor to pay up to $30 million toward the construction of a new stadium, then attempt to recover that investment in its percentage of revenue from concession sales over the life of the contract with the stadium owners. Here, you can secure up to $30 million, but that also varies with economic conditions.
NS: Use Income Tax Financing? This activates the ability to charge the baseball players a tax on their payroll as part of the stadium financing package. This innovative system was recently approved by the Oregon Legislature.
NS: Will you use REIT Financing? A REIT is a "Real Estate Investment Trust." This is a firm that owns a number of buildings and generates its cash flow from the rents paid by people using them. In the case of your new stadium, the REIT will issue the amount you request, and you will get all or most of it, depending on economic conditions. But the baseball organization has to begin paying back the REIT's investment over time.
NS: Use Event Revenue? This is different from retail revenue. This revenue is collected from concession sales at other events in the stadium. Here's where the advantage of a "retractable roof" facility comes into play.
NS: Use Hotel Tax Revenue? This collects the revenue from what is a tax levied on each rental of hotel rooms in the county of Alameda, where the team plays within. The successful use of this provision assumes the approval of the county's elected officials.
NS: Use Corporate Sponsor Financing? Slightly different from naming rights revenue, corporate sponsor financing is where a corporate will purchase a right to place its logo or name on a part of the interior or exterior of the stadium.

New Stadium Redevelopment Bond Decisions

NS: Proposed Amount of Redevelopment Bond Issue This sets the amount of the redevelopment bond to be issued by the stadium authority, in concert with the redevelopment agency. Remember, the more money you request, the higher the political cost to the baseball team.

New Stadium Contractual Decisions

Establish New Food Concessions Contract? This renews the stadium concessions contract when the term's expired. The renewal will come with a fixed payment of $10 million if in the existing stadium, but that money goes to the stadium authority.
Establish New Naming Rights Contract? This switch renews the naming rights agreement after it expires. It's 10-years in the simulation if the existing stadium is used; it is for the life of the lease in the new stadium.
Establish New Sponsorship Contract? This establishes a new corporate sponsorship contract after the existing one has expired, the same rules apply as that for the naming righs agreement.
Establish New Television and Radio Contract? This activates the renewal of the organization's tv and radio contract. This varies depending on how well the team was performing at the time of the renegotiated contract.
NS: Income Tax Rate on Players This sets the rate of the tax on the baseball players, should you elect to finance part of the stadium with the player income tax system.
Percent of Retail Revenue Used To Build Stadium This sets the percentage of retail revenue the organization will collect from the operation of retail at the new stadium.
NS: Desired Food Concessions Loan Size This establishes the amount of the food concession loan from the vendor that's used for stadium construction.
NS: Desired REIT Loan Size This sets the level of the REIT request between $10 million and $125 million.
NS: Desired Level of Corp Sponsor Revenue This establishes the amount of money you will request from corporate sponsors.
NS: Desired Level of Naming Rights Revenue The amount of naming rights revenue you need for the new stadium is set here, between $10 million and $200 million.
Team Stadium Construction Contribution This is the annual amount the team will pay in construction revenue, should it elect to do so. This amount is multipied times the number of years of the payment to estimate the organization's total contribution.

Collective Bargaining Options There are five Collective Bargaining Agreement choices here. All of them take effect after 2006.
The first option is the current CBA system, adopted in 2002 .
The second causes local revenue take to be reduced to 27 percent.
The third increases local revenue take to 40 percent.
The forth has no local revenue take, and presents the team's share of a new national TV contract.
The fifth option lowers local revenues to 30 percent and sends part of that to the simulated MLB Credit Facility.
